FDA-Authorized Nicotine Pouches: The Full List
As of FDA's list updated August 21, 2026, 43 nicotine pouch products hold an FDA marketing granted order. All of them come from two manufacturers: Swedish Match USA, which makes ZYN and ZYN ULTRA, and Helix Innovations, which makes on! and on! PLUS. This page lays out exactly which flavors and strengths are on that list, what the authorization means, and what it doesn't. What a marketing granted order means
FDA reviews a nicotine pouch through a premarket tobacco product application. A marketing granted order means FDA found that marketing the product is appropriate for the protection of the public health, a standard that weighs the benefits for adults who smoke against the risks to everyone else, including young people. It is not an FDA approval, and it does not mean the product is safe.
Each order covers a specific product: a brand line, a flavor and a strength. A flavor authorized at 6mg is not automatically authorized at another strength, which is why this list is organized by strength.
Separately, in June 2026 FDA issued a modified-risk order for ZYN's 20 core products, which lets the manufacturer make one specific, FDA-reviewed claim in its own marketing about those products compared with smoking cigarettes. We don't repeat that claim on this site.
ZYN: 20 products, authorized January 16, 2025
Ten flavors, each at 3mg and 6mg: Chill, Cinnamon, Citrus, Coffee, Cool Mint, Menthol, Peppermint, Smooth, Spearmint and Wintergreen.
According to the manufacturer, ZYN is also sold in 1.5mg and 8mg and in flavors including Black Cherry, Peach and Dragonberry. None of those are on FDA's list.
ZYN ULTRA: 11 products, authorized August 21, 2026
ZYN ULTRA is a separate, higher-strength line. FDA's list has ten products at 9mg: Cool Mint, Spearmint, Wintergreen, Peppermint, Citrus, Chill, Menthol, Smooth, Deep Freeze and Wintergreen Chill. It also has one product at 11mg, Smooth.
ZYN ULTRA's retail names differ from the names on FDA's list. According to the manufacturer, for example, Cool Mint is sold as Arctic Mint, Spearmint as Fresh Spearmint and Smooth as Signature Smooth. The manufacturer has said other 11mg varieties are still under review.
on! PLUS: 6 products, authorized December 19, 2025
Three flavors, Mint, Tobacco and Wintergreen, each at 6mg and 9mg. on! PLUS is also sold at 12mg; that strength is not on FDA's list.
on!: 6 products, authorized August 2026
Three flavors, Rich Berry, Cappuccino and Autumn Spice, each at 2mg and 4mg. The core on! line is also sold in other flavors and in 8mg, and those are not on FDA's list. Retail product names do not always match FDA's, so check the exact flavor and strength rather than assuming.
What isn't on the list
As of August 21, 2026, no other brand's nicotine pouches were on FDA's list, including Velo, Rogue, Lucy, Fre, ALP, Juice Head, Grizzly, zone, Sesh+ and CLEW. Some have applications under review with FDA, and many of these products remain on sale in the meantime. Being on sale is not the same as being authorized.

How to check a specific product
FDA's page is the source of truth, and it changes whenever FDA issues a new order, so check it for anything newer than August 21, 2026. Match the brand line, flavor and strength on the can to a row on that list. When a retailer's name for a flavor differs from FDA's, check the manufacturer's explanation rather than guessing.
